Instead, law enforcement relied on the gunman’s family to keep guns from him after they tried without success to talk to the reservist. Sheriff Joel Merry told CNN on Saturday law enforcement officers weren’t able to make contact with Card during two visits. The Sagadahoc County Sheriff’s Office sent an alert to other law enforcement agencies saying they were trying to locate Card. The fact law enforcement in Maine didn’t utilize the yellow flag law in Card’s case could point to its shortcomings, Rocque said.

August is shaping up to be a poor month for the Nasdaq Composite, but history suggests that it will only get worse before it gets better. The Nasdaq Composite is headed for its worst month since May, down more than 4%. The Dow Jones Industrial Average and the S & P 500 were down more than 2% and 3%, respectively. September is actually the only month out of the year that the Nasdaq Composite averages a negative return, as well as the lowest rate of advance. On Monday, however, the Nasdaq Composite appeared to consolidate somewhat from its August lows.

LONDON, Aug 18 (Reuters) - Argentina's surprise presidential front-runner, radical libertarian Javier Milei, pitched models of dollarizing the South American country's economy in a meeting with major lender the International Monetary Fund on Friday, two sources said. Milei, 52, outlined his economic proposals and told IMF representatives that his teams is working on "different models of dollarization," said two sources close to the candidate with direct knowledge of the meeting who asked not to be named. In the 80-minute meeting, he also told IMF officials that he does not intend to default to the fund or to bondholders, one of the sources added. The IMF was keen to learn further details on Milei's dollarization plans, one source said. IMF officials included the director of the Fund's Western Hemisphere Department Rodrigo Valdes and deputy director Luis Cubeddu.

In a ruling on July 18, the ICC appeals judges rejected an attempt by the Philippines to block an investigation into the bloody anti-narcotics campaign of former President Rodrigo Duterte. A majority of judges rejected all four points of Manila's appeal, including that the ICC has no jurisdiction in the Philippines and that authorities there were conducting their own investigation. "The ICC appeals judges' ruling marks the next step toward justice for victims of 'drug war' killings and their families," Bryony Lau, deputy Asia director at Human Rights Watch (HRW), said in a statement. The decision left some of the families of drug war victims in tears after they watched the court proceeding online. But appeals judges ruled prosecutors still had jurisdiction over the alleged crimes because they occurred when the Philippines was still an ICC member.
